Scope of the contract: Engineering services for the energy retrofit of three buildings owned by the City of Bergamo—primarily used for educational and community purposes—from the technical and economic feasibility phase through detailed design, construction, and post-construction technical activities.

Objective of the contract: To provide the technical support necessary to design and develop the proposal for the energy retrofit of the municipal building stock, and to develop the projects to the working-drawing stage, defining the technical, construction, and economic solutions and ensuring the necessary specialized support during the execution of the work, through to the verification of the achieved performance, the completion of the permitting process, and access to the applicable incentives.

Brief description of the planned activities: The engineering services are part of the process developed by our client for the City of Bergamo, which began with the preparation of a proposal for a public-private partnership aimed at improving the energy efficiency of municipal buildings.

From the Scoping Study to the Technical and Economic Feasibility Study

The first phase involved establishing the knowledge base necessary for developing the proposal:

  • analysis of the available documentation,
  • inspections of buildings,
  • verification of the current situation,
  • analysis of energy consumption,
  • identification of the main critical issues,
  • Preliminary definition ofenergy retrofit solutions.

On this basis, the Technical-Economic Feasibility Study was developed, prepared in accordance with Legislative Decree 36/2023 and including the documents necessary for the technical and economic definition of the projects.

Detailed design of work on the building envelope

The next phase involved further developing the solutions through the detailed design of the renovation work on thebuilding envelope, including exterior wall insulation, roof insulation, and replacement of windows and doors.

The design was developed using:

  • technical and calculation reports,
  • site plans,
  • joints and construction details,
  • estimated bill of quantities,
  • Descriptive and performance specifications and a schedule.

Building Permits and Safety Coordination During the Design Phase

In parallel with the design phase, the activities necessary to ensure the projects were ready for construction were managed, including the preparation and submission of building permits—with CILA for two buildings and SCIA for the third—and safety coordination during the design phase, including the drafting of the Safety and Coordination Plan.

Pre-construction acoustic assessments for window and door replacement

For buildings where window and door replacements were planned, specific pre-construction acoustic assessments were also conducted to characterize the existing performance and accurately define the performance requirements for the new components. These activities included acoustic testing of the facades, analysis of the existing insulation, and design evaluations of the sound insulation performance of the new windows and doors.

Construction Supervision and Safety Coordination During the Construction Phase

During the execution of the engineering services, activities related to safety coordination during the construction phase, construction supervision, and assistance with acceptance testing were carried out through site inspections and verification of the proper execution of the work.

Performance Verification and Technical Completion of Projects

Upon completion of the work, the following verification and technical closure activities were carried out for the project:

  • post-construction acoustic testing to verify the achieved performance and the improvement compared to the initial condition,
  • preparation of post-intervention APEs,
  • registration in the regional energy registry,
  • preparation of the relevant affidavits.

Procedures for Accessing the “Conto Termico” Incentives

Finally, the preparation , verification and submission of the applications for access to the Thermal Account incentives via the GSE portal was carried out, including the collection of the required technical, photographic , economic and administrative documentation , the uploading of the application and support in managing any integration requests formulated by the GSE.

Engineering services for all phases of energy retrofitting

The project encompassed analysis, design, construction feasibility management, safety, construction supervision, post-construction inspections, and support foraccessing incentives, guiding the development of the energy retrofit projects for the three buildings owned by the City of Bergamo through the various technical phases involved.
