Energy Diagnosis and Audit

What does energy diagnosis consist of?

The energy audit is an analysis of the consumption profiles of buildings and facilities, showing the distribution of energy expenditure both in terms of allocation on the different services present and in terms of time. The energy diagnosis report is a report that presents a general and complete picture of consumption, from which it is possible to identify opportunities for efficiency gains and estimate the technical and economic viability of each intervention. The ultimate goal is the reduction of primary energy consumption, the rational use of energy, and the containment of climate-changing emissions into the atmosphere.

Who is obliged to do energy diagnosis?

In accordance with Art. 8 of Legislative Decree. 102/2014 subjects obligated to energy diagnoses are:
– large enterprises;
– energy-intensive enterprises.
Excluded are all public administrations listed in the ISTAT lists and, as of the 2020 deadline, also enterprises with consumption of less than 50 TOE (Legislative Decree 73/2020).

Which regulations does the energy diagnosis comply with?

The mandatory four-yearly energy diagnosis must comply with Annex 2 of Legislative Decree 102/2014. This requirement is met if the diagnosis meets the minimum criteria contained in the UNI CEI EN 16247 technical standards.

Who can prepare an energy diagnosis?

Since 2016, only energy service companies certified ESCO (Energy Service Company) according to UNI CEI 11352 or EGE (Expert in Energy Management) certified professionals according to UNI CEI 11339 can draft and sign energy diagnoses in accordance with Decree Law 102/2014.
