Brief description of the planned activities: To prepare the bid proposal in question and the related documentation, a careful analysis of the bid documents (thermal and electrical energy baselines, energy audits, floor plans) was conducted, and targeted site inspections of the facilities were carried out to identify any additional issues that may exist.
The main energy efficiency and retrofit measures identified include: insulation of the building envelope, replacement of windows and doors, upgrading of lighting systems with the installation of occupancy sensors and dimmable lighting, modernization of heating systems (replacement of outdated heat generators, new inverter-driven pumps, and pipe insulation), the installation of controlled mechanical ventilation systems and sensors for indoor air quality, the installation of renewable energy generation systems (photovoltaic, solar thermal), and the optimization of control, remote monitoring, and monitoring systems. Additionally, for one of the 23 buildings covered by the bid, the measures necessary to meet nZEB requirements were identified.
The analysis therefore focused on evaluating the savings resulting from the measures, the investment costs, and the available incentives (such as those related to the Conto Termico program).
The documentation comprising the bid proposal was therefore prepared, consisting of technical descriptions and illustrative diagrams of the work, new functional diagrams of the systems, the schedule, and reports describing the energy concept, the systems for managing and monitoring the facilities, the solutions for consumption accounting and metering, the application of the IPMVP protocol, and compliance with the CAMs.
