Technical-Economic Plan (PTE) for a Municipality in Turin

Buildings involved: 20 municipal buildings, totaling over 18,000 m2

Description of activities:

During the technical and economic feasibility study, site visits were conducted to collect technical data in order to identify the actions needed to address any critical issues in the building-systems complex and implement energy-saving strategies.

Two different contract terms were evaluated: 6 years (standard PTE) and 9 years (extended PTE), and improvement and renovation initiatives were identified for the buildings covered by the Technical-Economic Plan in order to achieve heating energy savings of 25% and 30%, respectively, for the least energy-efficient buildings.

Among the proposed measures for both contract terms are the replacement of existing boilers with high-efficiency condensing boilers and the installation of a heat exchanger to separate the primary and secondary circuits. Also planned are the installation of thermostatic valves and circulators with inverters, as well as remote monitoring and management systems .

To achieve greater energy savings over a 9-year contract term, additional measures were proposed , such as replacing obsolete air-handling units with new units equipped with heat recovery systems, insulating uninsulated attics, insulating exterior walls with exterior insulation, and replacing windows and doors. The cost of the work proposed in the extended PTE is more than double that of the standard PTE.

In addition, plans have been made for extraordinary maintenance, regulatory compliance upgrades, and the installation of monitoring systems.
