Total cost of the work: The total cost of the planned energy-efficiency retrofit work is estimated at approximately €9,113,640 (excluding costs for design, safety coordination, construction supervision, and temporary works).
Buildings involved: The procedure concerns 5 public buildings located in the Municipality of Cagliari, with a total floor area of approximately 26,196m² and a total gross volume of approximately 105,745m³.
Brief description of the planned activities: In the initial phase of the feasibility study, specific site inspections were conducted to assess the current condition of the buildings and systems, and the documentation provided by the Administration and the Client (floor plans, functional diagrams, energy audits, and lists of assets and consumption) was analyzed.
During this phase, the main energy efficiency and retrofit measures were identified, including the replacement of indoor lighting systems with LED lamps, the replacement of the current generators with electric heat pumps, and the installation of a building energy management system (BEMS). Plans also call for improving the building envelope’s performance through the installation of new windows and doors with integrated ventilation, the installation of solar shading, the insulation of the pilotis level, and the cladding of exterior walls with a ventilated facade. For one of the buildings within the project scope, a comprehensive renovation proposal was developed aimed at meeting nZEB requirements. Almost all buildings will have rooftop solar photovoltaic systems installed; in the case of the nZEB building, photovoltaic panels will be innovatively installed on the facade due to the impossibility of placing the modules elsewhere.
In a second phase, to validate the technical and economic feasibility of the proposed measures and to accurately determine their benefits in terms of energy savings, energy models based on the UNI TS 11300 standard and parametric cost models were developed.
Next, technical reports and illustrative diagrams of the projects were prepared, accompanied by additional descriptive documentation regarding the energy concept, the preliminary environmental feasibility of the projects, and the initial guidelines for drafting the safety plans.
