Total cost of the work: The total cost of the planned energy retrofit projects is calculated based on the following scenarios:
Scenario A: €354,987;
Scenario B: €2,720,465.

Buildings involved: The Agency owns 15 buildings to be analyzed, with a total gross heated volume of 80,069 m³ and a total heated usable floor area of 16,830 m². In addition to the buildings, the proposal includes routine and major maintenance of the buildings’ systems, as well as 12 fountains and 3 elevator systems serving the railroad underpasses, along with the transfer, registration, payment, and management of all electricity and gas utility accounts for the aforementioned facilities.

Description of activities:

Following an assessment of the current condition of the buildings and systems within the real estate portfolio in question belonging to the Municipality of Montegrotto Terme, conducted through on-site inspections, and a documentary analysis of the data provided by the Administration, energy models for the buildings were developed in accordance with the provisions of the UNI TS 11300 standard in the context of PPPs (Public-Private Partnerships).

This made it possible to identify and design energy retrofit measures, quantify the resulting energy savings and emissions avoided, and assess the necessary investments and available incentives using parametric cost models; specifically, two scenarios were developed.

The Scenario A aims to carry out a general modernization of the Agency’s real estate portfolio; it will therefore consist of numerous interventions, each of which addresses specific critical issues identified through the analysis of the current state of affairs. Scenario B aims to carry out a major second-phase renovation of Building 1—the Ruzzante Elementary School and Arcobaleno Preschool—including the gym and locker room building, as well as the reactivation of remote management in all buildings where Coster regulation and control systems are installed.

In Scenario A, the main issues stem from the limited number of lighting fixtures equipped with LED technology—which would yield significant electricity savings—the lack of a remote management and control system for the facilities, and the presence of outdated heat generators. In addition, measures were identified to insulate the attic, install thermostatic valves for room temperature control and circulators with inverters, and finally install a heat recovery unit on the air handling unit in the gym of Building 1. To increase the share of electricity generated from renewable sources and expand the facility’s infrastructure, new photovoltaic systems were installed.

In Scenario B, the critical issues are concentrated in Building 1, where there is a lack of adequate insulation in the building envelope. To address this, the proposed measures include installing exterior wall insulation, applying heat-resistant plaster, replacing windows and doors, and waterproofing and insulating the roof. As in Scenario A, Scenario B also emphasizes the need to equip the building complex with a remote management system for the heating and electrical systems.

Finally, for both scenarios, reports and drawings were prepared for submission to the municipal administration of the proposal to implement the energy retrofit project, in accordance with the terms of the public-private partnership.
