Energy Efficiency Retrofit Project for Schools in Milan

Contract Name: Design and Related Services for Energy Efficiency Retrofit Projects under the “Mixed Concession for Goods and Services for School and Institutional Buildings under the Jurisdiction of the Metropolitan City of Milan”

No. 31 school buildings and institutional buildings with a total area of approximately 298,921 m² of net floor area and 1,474,028 m³ of gross heated volume

In 2019, we were commissioned to provide our management support and technical as part of the process to award a Mixed Goods and Services Concession divided into three lots.

Following our client’s successful bid for one of the three lots, we were tasked with continuing to provide the following services:

• Final Design;
• Design Detailed;
• Construction Management (DL).

In addition to a series of related technical such as:

• theenergy energy;
• theadjustment of the cadastral records of the properties;
• the submission of documentation related to the incentive application Thermal Account.

Going into in more detail:

Bid Engineering for Participation in a Restricted Bidding Process

The initial work therefore focused onProposal Engineering, including the preparation of technical documents to be submitted in the bidding process, as a prerequisite for awarding the Service.

The work was carried out on 3 lots, for a total of 140 buildings, primarily schools.

Based on the information gathered during site inspections of these properties and the data available in the bidding documents, it was possible to establish a clear picture of the current condition of these properties, the energy retrofit needs of each one, and the operational and technical specifics of the services and construction work to be provided.

It was therefore possible to proceed with identifying the construction projects and mechanical and electrical systems , which were then included in the Technical Proposal, with an estimate of the related costs in terms of investments and incentives that can be obtained, and benefits in terms of primary energy savings.

The feasibility study that resulted from this proved successful and led to our client beingaward of one lot.

Design work and related technical services during the post-award phase

The post-award phase involved us primarily in detailed energy modeling and the preparation of energy audits, which are essential for the precise identification of problems and potential for energy efficiency and functional.

Next, we focused on optimizing energy efficiency measures, specifically:

• how by designers with regard to thebuilding envelope;
• as coordinators of the other professionals responsible for working on the technical systems.

In the energy retrofit, our design work has focused on:

• theoptimization of the building envelope, in order to reduce heat loss and improve insulation performance of the opaque exterior walls using ETICS System (External Thermal Insulation Composite System);
• thethermal insulation of non-accessible roofs, to reduce the heat loss toward the top;
• thermal thermal insulation on horizontal structures in contact with unheated spaces.

In addition, as previously mentioned, it has been confirmed that the technical coordination of the professional roles specializing in control systems the environment, in the remote control and monitoring, in the light bulb replacement, in the energy retrofit and in the replacement of systems by heating outdated and low-performing, with the corresponding fire safety compliance (CPI) of the designated premises, in accordance with applicable regulations.

At the same time, safety management on the construction site was ensured through the Safety Coordinator during the Design (CSP) and the Safety Coordinator during the Construction (CSE), ensuring full compliance with the Title IV of the Legislative Decree 81/08.

Construction Management

Our company has assumed the role of Construction Manager for the entire scope of work, ensuring supervision and verification of the proper execution of the the work in accordance with:

• the detailed design;
• the technical specifications;
• the applicable regulations;

the specifications for the entire scope of work.

Application for Incentives and Cadastral Adjustment: Work in Progress!

We are working on the drafting and processing the paperwork required to access incentives under the Conto Termico (Ministerial Decree of February 16, 2016), to obtain the related grants.

Some of the applications that have been submitted or are in the process of being submitted fall under the regulations of the so-called Conto Termico 2.0, while some of the projects will be governed by the Conto Termico 3.0.

Last but not least, we are working on theprocess for cadastral regularization for the properties in question, an essential step in certifying compliance of the actual condition following the work and for the administrative closure of the project, through theanalysis of the documentation filed with the Municipal Technical Offices (UTC), including:

• the previous building permits (licenses, permits, building permits) and the corresponding plans on file;
• cadastral records;
• map excerpts;
• cadastral maps at theRevenue Agency, Land Registry Office (Land Registry);
• Approved floor plans.
