Subject of the contract: Technical and economic feasibility study aimed at establishing a public-private partnership (PPP) for a complex of buildings housing public welfare and charitable institutions in the social welfare sector
Objective of the contract: Preparation of the technical and economic feasibility study for the proposed PPP in question and identification of the best proposals for the energy retrofit of the buildings
Key information
Client Name: A leading Italian company in the design, construction, and management of energy systems.
Project Name: Technical and Economic Feasibility Study Aimed at Establishing a Public-Private Partnership (PPP) for a Complex of Buildings Housing Public Institutions Providing Social Welfare and Charitable Services.
Project Period: April – May 2021
Total cost of the work: The total cost of the planned energy efficiency upgrades is estimated at approximately €581,403 (excluding costs for design, construction supervision, safety coordination, and temporary works)
Buildings involved: The analysis covers 4 buildings owned by the Agency, with a total floor area of approximately 11,534 m² and a total gross volume of approximately 34,602 m³
In preparing the project, which is intended to lead to a Public-Private Partnership (PPP), a careful analysis was conducted of the documentation provided by the Administration (floor plans, energy audits, lists of assets and consumption data), and specific on-site inspections were carried out to identify any issues with the building envelope and systems.
A series of measures was therefore identified to reduce energy consumption in buildings, limit atmospheric emissions, improve the safety of buildings and their systems, promote the reliability and functionality of systems, and simplify their maintenance and operation. At the same time, a cost-benefit analysis was conducted using energy models based on the UNI TS 11300 standard and parametric cost models, resulting in a quantification of the potential incentives available.
The energy-efficiency upgrades included both the heating systems (replacement of heat generators with condensing boilers, insulation of piping in the heating plant, installation of a solar thermal system, room temperature control systems, and remote control and monitoring devices) and the electrical systems (installation of LED lights, inverter-equipped circulation pumps, and a solar photovoltaic system).
Finally, reports were prepared regarding the energy management plan and the environmental pre-feasibility of the projects, as well as operational work plans and initial guidelines concerning safety and coordination. Furthermore, for each building undergoing renovation, illustrative diagrams of the planned interventions were produced, including simplified functional diagrams.
