Total cost of the work: The total cost of the planned energy efficiency improvements is estimated at approximately €1,495,000.

Buildings included: The analysis covers 75 public buildings and 23 municipal buildings, with a total floor area of approximately 65,500 m² and a total gross volume of approximately 260,000 m³.

Description of activities:

The feasibility study was divided into two phases.
In the first phase, after analyzing the documentation provided by the municipality, specific site visits were conducted to collect the necessary data. Consumption baselines were then determined, critical issues were analyzed, and the retrofit measures of greatest interest to the municipality—and with the most favorable cost-benefit ratio—were identified. The assessment was conducted using parametric expenditure models and energy models based on the UNI TS 11300 standard.
The feasibility analysis revealed that the heating units were generally outdated, the refrigeration units operated with refrigerants having a high GWP, and there was a lack of both system monitoring and supervision as well as consumption metering. Consequently, the systematic replacement of heat generators was proposed, accompanied by the installation of water treatment systems and system control systems with remote on/off capabilities. To address the critical issues identified in certain specific buildings, the following measures were also specifically planned: the refurbishment of air-handling units, the replacement of certain chiller units, the installation of consumption meters in multifunctional buildings, improvements to both opaque and transparent building envelopes, and the introduction of renewable energy generation systems (photovoltaic and solar thermal).

Once the first phase of the feasibility study was completed, we moved on to the second phase of document preparation. The following documents were then prepared: a general explanatory report, descriptive reports on the current condition and proposed interventions for each property, and an overall financial overview including operating, maintenance, and renovation costs for building and facility systems, as well as an estimate of the expected benefits.
