Subject of the contract: Preparation of the bid proposal for the building maintenance contract of the Verbano Cusio Ossola Local Health Authority (ASL-VCO)
Project Objective: Development of a healthcare facility management plan to optimize and improve the energy performance of the sites covered by the contract; the organizational structure and IT system; vehicles, work equipment, and spare parts in stock; and further improvements to the frequency and scope of maintenance activities, with the goal of reducing energy consumption and ensuring compliance with safety requirements.

Total Contract Amount: The total contract amount for the 2-year term is €4,200,000 (excluding VAT). In addition, the Company reserves the right to entrust the contractor with part of the extraordinary maintenance of the buildings and facilities, up to a maximum of €500,000 per year.
Buildings involved: The contract covers a lot consisting of 37 buildings—including 3 hospitals—belonging to the ASL VCO (Verbano Cusio Ossola) and located in the municipalities of Domodossola, Omegna, Pallanza, and Verbania, with a total volume of 433,050 m³.
Description of activities:
To develop the project, a preliminary analysis of the bid documents—provided by the Agency and the Client—was conducted, and site inspections of hospital and non-hospital buildings were carried out based on the Agency’s availability. This process made it possible to identify critical issues and determine the most appropriate measures to implement, distinguishing between priority technical interventions (including: non-destructive testing with tracer gas to detect leaks in the plumbing systems of the Domodossola and Verbania hospitals; replacement of windows and doors; renovation of the pitched roof of Pavilion H at the Domodossola hospital; additional measures focused on the building envelope of the hospital facilities) and secondary technical measures aimed at improving the structures (including: relamping of interior and exterior lighting; replacement of asbestos-containing flooring at the Verbania Hospital; installation of a tactile paving system for the visually impaired at the Verbania Hospital; implementation of a fire detection system at the Omegna Regional Pharmacy and the Verbania Health District). In addition, the Operational Safety Plan and the Project Start-up Plan were drafted, both of which are attached to the technical project.
The technical reports and related documents were prepared in accordance with the guidelines set forth in the bid specifications, with particular attention paid to identifying strategic guidelines for the management, operation, and maintenance of the facilities from a healthcare facility management perspective. The work schedule was agreed upon with COOPSERVICE at the start of the project, and coordination meetings were scheduled.
